Judy Vaccaro-Fry
Fiduciary, Trustee, Conservator Services

A fiduciary’s role is not merely that of business manager, decision-maker, or guardian. It is also a nurturing bond of trust, concern, and attentive care-giving. A fiduciary seeks to support mental and emotional well-being; reduce the stress of changing circumstances or unexpected events; and, most importantly, help each client, and their families, enjoy a fulfilling life.
At Fry Empire Enterprises, LLC, we assist clients with prudence and care, while prioritizing their needs and financial well-being.

Judy Vaccaro-Fry completed the Professional Fiduciary Management Program through California State University Fullerton, and is currently pending her California Fiduciary license. Her interest in becoming a licensed professional fiduciary was inspired by her personal experience as the primary caretaker for her mother and as trustee for several friends and family members. Recognizing the growing need for knowledgeable, compassionate assistance for seniors and others requiring fiduciary support, Judy decided to expand her expertise and pursue professional licensure. With more than 30 years of experience managing highly technical operations and significant financial and organizational responsibilities, she has taken the next step in establishing a consulting business dedicated to providing trusted guidance, support, and professional fiduciary & trustee services.
Judy holds a Bachelor’s Degree in Business Management/Marketing, a Master’s Degree in Business Leadership with emphasis in Disaster Preparedness & Crisis Management, a Master’s Degree in Public Administration with an emphasis in Government & Policy.
Judy has been instrumental in annual coordination of the capital and operating budgets for the transit authority as part of her "day-job". She has secured and administered millions of dollars through multiple local, state and federal grant awards. Her current position has provided the opportunity to responsibly practice the administration of taxpayer funds, while providing transparency and adhering to rigorous reporting standards.
Judy is the current Chief Financial & Government Relations Officer at the Antelope Valley Transit Authority in Lancaster, CA. Her positions have included Contractor Oversight Officer, Contracts & Procurements, Disadvantaged Business Enterprise Liaison, Grants Administrator, and Director of Finance & Administration.
